change. Once
a specific quota for each meeting is met, applications will be handled
in the date order received. Applications submitted on the deadline day
may not be reviewed at the next meeting due to the volume or expertise.
Although a
completed application may meet the due date, the IRB reserves the right
to assign the review to a different Committee, regardless of the
submission due date. Under federal regulations, the institution must
demonstrate sufficient member expertise, and that there is appropriate
representation at the meeting for each protocol under review. This
includes ensuring that at least one person who is knowledgeable about,
or experienced in working with a specific field or with a vulnerable
population, for instance, will present at a meeting where such
protocols are reviewed. Therefore, a review may be tabled for a
different agenda to ensure appropriate review expertise.
Only complete submissions will be assigned to an IRB agenda.
Submissions will only
be considered complete if all materials including signed application
face sheet, completed Research Plan, Master Protocol (as applicable),
consent documentation, etc. are received by 4:00 pm no later than the
meeting due date. The same applies to continuing review documentation:
to be considered complete, signed Continuing Review Facepages,
Narrative, consent documentation, as appropriate, etc. must be received
approximately 45 day prior to experation for consideration to be placed
on an IRB agenda. During office closures (for example, because of
holidays) electronic submissions are automatically date stamped and
mail will be date stamped upon re-opening of the HRPP Office.
Therefore, it is always best to not wait until the due date to complete
your submission.
